Dispatch Certificate
(HAD)

Developed in conjunction with Hampshire Police, this qualification is seen as a pre-requisite for those involved in having to deal with injured deer on our roads and in urban environments.
The purpose of this certificate is to demonstrate that practitioners in the field of deer management have the skills and knowledge to dispatch deer safely, humanely and legally on the public highway or in other public settings.
The course is aimed at any person operating in areas where police forces are using volunteer humane animal dispatchers (HADs) as a means of minimising animal suffering while maintaining human safety.
Due to the skillset involved in the humane dispatch of deer, there will have to be a significant base knowledge for the target audience of this course.
Learning outcomes:
There are four main learning outcomes to this certificate; by gaining the qualification the holders will be able to
1 Understand the legal constraints and implications applicable to HAD.
2 Understand the physiology and anatomy of deer specific to HAD.
3 Understand the effectiveness, risks, benefits and limitations of the various dispatch tools, with specific consideration of firearms safety in public settings.
4 Appreciation of site risk assessment, PPE, communications, the decision-making process, planning, execution and review.
Registration
If you wish to register for HAD, you should contact an Assessment Centre and obtain a registration form. Your chosen Assessment Centre will advise you of their fees and what you are required to do next.
Assessment Centres usually offer assessment at venues around the country with published dates of events.
Assessment
1 Written
This has 20 multiple choice questions which are taken from a bank of written questions. To pass, at least 16 questions must be answered correctly.
2 Scenario
This is a practical test around a number of realistic scenarios.
Certification
After the HAD test papers are assessed, they are internally verified by the Assessment Centre. Provided there are no problems, the Assessment Centre will then advise DMQ and a HAD certificate will be issued.
You should keep your certificate safe and keep a record of the number, as this will be your DMQ number for life and will be maintained for all qualifications.
